DOVER, Del. — Governor Ruth Ann Minner on Thursday declared a state of emergency for northern New Castle County after a severe storm caused by Hurricane Jeanne spawned a tornado and brought heavy rains and flooding to the region on Tuesday afternoon.
“We were incredibly fortunate that this dangerous storm system did not result in any serious injuries or loss of life here in Delaware,” Gov. Ruth Ann Minner said. “Unfortunately, the property damage was significant, and I hope this emergency declaration will result in federal aid for some of those who suffered financial losses because of the storm.”
According to the National Weather Service, an F2 hurricane packing winds of 130 mph touched down in Delaware about 4:15 p.m. on Tuesday, striking first at the New Castle County airport and Delaware National Guard headquarters before crossing Route 141 to an industrial park, where several businesses were heavily damaged. Tornado damage was also reported in the area of Banning Park outside Newport, as well as Elsmere. Many homes and businesses suffered significant damage during the tornado, which also damaged five C-130 aircraft at the National Guard headquarters, as well as buildings on the base. This storm also caused flooding in several areas of northern New Castle County.
The state of emergency covers the period from 4 p.m. Tuesday until noon Wednesday. The order directs all state agencies and departments to assist in response and clean-up activities as necessary in areas affected by the storm; exempts government agencies from bidding requirements for purchasing materials needed to respond to this emergency; and directs the Delaware Emergency Management Agency to coordinate with federal officials in making application for aid to those communities that suffered storm damage and might be eligible for federal disaster or emergency relief.
